Land Transfer on Hold for Berlin ATV Park

BERLIN, N.H. (AP) — The Berlin City Council has put on hold the transfer of land from the city to Jericho Mountain State Park, a new ATV park, saying the state attorney general's office has reworked the proposed deed. The City Council decided Monday that it doesn't plan to sign the deed. The city had agreed to donate the 290-acre parcel, which includes Jericho Lake, to the state for the ATV park. Hoping to finalize the deed this month, the bureau sent it to the attorney generals office for review. City Manager Patrick MacQueen said gone was a clause granting the city the right of reversion if the state stops operating the state park there. The city's desire to reserve mineral rights to certain areas was eliminated. Also changed was a second document granting the Bureau of Trails a right of way allowing it to develop some trails on the parcel the city owns on Route 110. The attorney general's office changed the right of way to an easement. The park ope ned last year. Mayor Robert Danderson said that about 15 miles of trail had been set up. While admitting frustration, Danderson said he did not want to see any trails closed or trail construction slowed. He proposed the city contact both Gov. John Lynch and Resources and Economic Development Commissioner George Bald to overturn the changes made by the attorney general's office. The mayor said the park is beginning to attract ATV riders from outside the region. He said he was at the park last weekend and counted 32 ATVs that were rented locally on the trails. The bureau expects to open another 18 miles of trails within the next two weeks.
